Bushfire Risk Management Plans (BRMPs)

A Bushfire Risk Management Plan (BRMP) is a strategic document that identifies bushfire hazards, assesses the level of risk, and outlines site-specific mitigation strategies to reduce that risk to an acceptable level. BRMPs are often required to support high-risk development proposals in bushfire-prone areas.

Unsure what you need?

A BRMP provides a comprehensive risk assessment and management approach for developments with elevated bushfire exposure. It is typically required for uses involving flammable or hazardous materials—such as fuel stations, chemical storage, or major utilities infrastructure—where the consequences of bushfire impact are more severe.

A BRMP will usually cover:

  • Strategic siting of infrastructure to avoid hazard areas

  • Fuel management zones and setback buffers

  • Application of relevant construction standards

  • Emergency vehicle access and property egress

  • Site-specific emergency response procedures

Each plan must align with SPP 3.7 and the Guidelines for Planning in Bushfire-Prone Areas, ensuring that mitigation measures are appropriate to the scale and nature of the proposal.

BRMPs must be prepared by a BPAD Level 3 accredited practitioner, in line with regulatory requirements. Bushfire Smart has one of the few BPAD Level 3 assessors in Western Australia, qualified to deliver compliant, effective risk management solutions for complex or high-risk projects.
